Sivaraman, conceived and recommended the establishment of the National Bank for Agriculture and Rural Development (NABARD).
- Government of India holds 99 % stake and RBI hold 1% stake
- NABARD replaced the agriculture credit department(ACD) and Rural Palnning and credit cell(RPCC) of RBI,and agriculture refinance and development corporation(ARDC)
- It is the regulator of co-operative and regional rural banks.
